Senate The Joint Arrangements (JRAs) are bilateral agreements between the Commonwealth and each State/ Territory to provide a single point of electoral enrolment. Most JRAs also provide for the maintenance of a joint electoral roll, for Commonwealth, State/ Territory and Local Government.
